COMPLIANCE MANAGER - WASTEWATER/WATER

The Lycoming County Water and Sewer Authority, a growing water and wastewater provider, is accepting applications for the position of Compliance Manager. 

 

The Compliance Manager responsibilities include regulatory compliance for water and wastewater facilities and programs related to federal, state and local regulations as well as compliance and conformance to Authority requirements for contractors, developers, and customers including commercial, industrial, institutional, and residential.  The Compliance Manager supervises and directs operational employees for operation, treatment, collection, and distribution systems and assures adherence to the laboratory certification and facility safety programs.  This full time, exempt, management position is considered a working manager, and reports directly to the Executive Director. 

 

The successful candidate will have a minimum five (5) years experience in the water and/or wastewater field in a management/supervisory position.   A four year relevant technical degree is preferred, but the Authority will consider 10+ years of experience in the water/wastewater field.  Successful candidate must possess strong analytical skills, excellent verbal and written communication skills, be capable of effectively managing complex problems/solutions, and possess a desire to work on challenging and diverse regulatory compliance, monitoring and permitting projects.

 

The successful candidate must be professional in dealing with employees, customers, regulatory agencies, and stakeholders and be team oriented.  The position requires a background check and drug testing.  A valid driver’s license required.

AUTHORITY ADMINISTRATOR

DIRECTOR OF ENGINEERING & CONSTRUCTION

The Pittsburgh Water and Sewer Authority is seeking a strategic planner as its Director of Engineering and Construction.  Reporting to the Executive Director, this position develops, directs, coordinates, organizes and controls all phases of engineering and construction of the Authority; provides professional advice and detailed recommendations to the Executive Director and the Board of Directors in the development of the approved Capital Improvement and Special Project Program. 

 

Successful candidate must become a resident of the City of Pittsburgh at the time of appointment, and remain a resident throughout employment with the PWSA.  Verification of City residency required at time of appointment.  Applicant must present a current Professional Engineering registration at time of filing an application and, if current registration is in another state, obtain a Commonwealth of Pennsylvania registration within six months of appointment to this position.  A current PA Professional Engineering registration must be maintained throughout employment.

EXECUTIVE DIRECTOR

The Board of the Township of Falls Authority (TOFA) is seeking an experienced senior manager to be its next Executive Director.  The duties of the Executive Director include, but are not limited to, the following:

·         Enact the policies and directives established by the Board and when possible, identify to the Board opportunities to improve the organization.

·        Manage all TOFA employees, either directly or via their direct line managers, so that they accomplish and meet the expectations of the organization.

·        Establish priorities & clearly communicate with authority personnel any changes in policies, work expectations and long range department plans.

·        Develop the annual budget and manage the organization to operate within its fiscal limits enacting strategies for resolving budgetary and operational issues.

  • Understand the existing agreements with neighboring water and sewer providers and users; act as TOFA’s representative to ensure that all parties are complying with these agreements.
  • Provide input and management oversight of various reports as required.
  • Coordinate the agendas for the monthly Executive Session and Board meeting, attend these meetings and present an Executive Director’s Report at the Board meeting.
  • Provide regular correspondence to the Board summarizing any important issues and updating the status of any ongoing projects.
  • Work with the Operations Manager and the TOFA engineers to put together a long range capital improvement plan and manage any on-going capital projects.
  • Interface with local, state or federal regulatory agencies as necessary and ensure that all of the system’s regulatory requirements are met.
  • Make any decisions necessary during an emergency situation considering both the impact on TOFA’s customers and any regulatory obligations.
  • Utilize experience to suggest more efficient ways to operate.
  • Provide oversight of office procedures, accounting function and resolution of customer issues.

Qualifications: 

The individual must have at least eight (8) years of progressively responsible leadership experience including at the senior management level preferably at a water or wastewater utility.  B.S. degree or equivalent business experience in related field including proficiency with Quick Books, Utility Billing Software and Microsoft Excel is strongly encouraged.   Industry licensing held by candidate will be considered a benefit.

Field Superintendent

MAINTENANCE LEVEL I

The Wilkinsburg-Penn Joint Water Authority, serving a customer base of approximately 46,000 customers and pumping an average of 23 million gallons of water per day through 430 miles of pipe is seeking a candidate for their top level maintenance position. Responsibilities include mechanical and electrical inspections; calibrating and installing all indicating, controlling, recording, measuring, telemetry and associated wiring; cleaning and repairing motors, mechanical, and electrical equipment such as pumps, fans, motors, etc.

SEWAGE SYSTEMS OPERATOR

TOWNSHIP SEWER DIRECTOR

Bristol Township is seeking a new Township Sewer Director. This position will manage the sewer department personnel, develop & monitor the department budget, ensure that township policies & procedures are met and initiate any proposed cost savings or improvement ideas. Base salary range: $70,000 - $85,000.

 

The Township Sewer Director reports to the elected Township Council of Supervisors. This role will be able to positively affect change in the Township but must quickly gain the trust of the Township Council.

The Sewer Director should present a positive image for the Township and the greater community by positively affecting change when needed and accepting final decisions by the Township Council.

WATER SUPERINTENDENT

Due to a pending retirement, the Borough of Birdsboro is hiring an individual for the position of water superintendent. Responsibilities include the day-to-day operations of the water treatment facility, water sources, collection system and distribution system. Requirements include (but are not limited to) operating the water system, ensuring all state and federal requirements are met, reading meters, installing services, repairing main breaks, connections and disconnections, mowing, snow plowing, sampling and analysis, record keeping, maintenance programs, etc. The water superintendent answers directly to the borough manager.

 

The qualified candidate must possess a class “C” or higher Water Plant Operator’s Certification (or obtain such certification within 18 months of hire date), good written and verbal communications skills, computer knowledge in Microsoft Excel and Word, the ability to supervise and work with others in same department as well as other borough departments and be familiar with sedimentation and filtration plant operations, and chlorine addition. Candidate must also be willing to learn new technologies and pass any and all certification necessary for the job.
