RECENT ACTS IMPACTING AUTHORITIES

An extremely important service of the Association and one of the main reasons the Association was formed is to provide legislative services. Authorities, as instruments of the Commonwealth, are dependent on and governed by state laws.

 

PMAA represents authorities before the state legislature by developing and sponsoring sound legislation in the interest of authorities, and by opposing detrimental legislative proposals. The PMAA Legislative Committee, composed of the committee members from the ten PMAA regions, is consulted on a regular basis regarding proposed legislation affecting authorities.

 

The Association's executive director, deputy director, and legislative committee carefully study each authority related bill introduced during the legislative sessions and maintain a close working relationship with the General Assembly. CAPITOL HILL AUTHORITY REPORTS (CHAR)

The CHAR is mailed to the entire membership during sessions of the General Assembly. The CHAR explains the status and summary of pertinent bills, as well as stating PMAA's position. In addition, the CHAR informs the membership on other various state government proposals, programs and projects.

 

THE PENNSYLVANIA MUNICIPALITY AUTHORITIES ACT

PMAA publishes a complete edition of the Pennsylvania Municipality Authorities Act including all amendments to date. The Act, which also includes related laws and a subject index, is updated every two years corresponding with the completion of the legislative sessions. download pdf

 

LEGISLATIVE BULLETINS AND SPECIAL REPORTS

During the legislative session, PMAA often has to contact the entire membership regarding bills extremely relevant to municipal authorities. It is during this time that PMAA distributes legislative bulletins and special reports in a timely fashion to alert the membership of fast moving legislation.

 

LEGISLATIVE DIRECTORY

PMAA publishes a legislative directory at the beginning of each session. The directory lists all House and Senate Members, district numbers, capitol and district mailing addresses as well as phone numbers. Furthermore, the directory contains a complete listing of House and Senate Committees.
